Why do people say g phi is on the rise? Why aren't other bottom sororities also considered "on the rise"?

Their pledge class is super cute this year! that being said so are many other PCs. I just think that mid-lower tier sororities never get recognition for the lovely people they recruit

Gphi got a PC of about 70 girls I think and most of them are really cute!!! Def on the rise in my opinion
