Also pi phi doesn’t have events with all top frats. Chio is better.

Nobody said they did.
Pi phi and chi o are same tier
They both have some events with top houses and some with upper Mid.
Pi phi is generally ranked higher because they have a bigger social calendar and they have full membership quota whereas chi o has less events and usually has to do a winter rush to keep up with quota
