are black men welcome in fraternities

I'm going to be an incoming freshman to USC, and I am considering joining Greek Life. However, I have heard from other black students that recently graduated that the Greek System is not welcoming towards minorities, especially blacks. Is it harder for black students to gain acceptance to higher-tier fraternities than white students?
