why is aopi bottom tier?

From what i've seen they have some really hot girls and some are really involved and smart ... why are they called bottom tier?

this "bottom tier" percepton of AOII is from when they first started out. They are slowly but surely improving. I have seen a couple of them out and they definitely are pretty and more importantly, NICE. they offered to walk my sister home at wetrush lol.

There's some smoking hot ones, a lot hotter than the top tiers and they seem more well rounded. But the rep is due to their recruitment results from the past when they started out
