I heard rushing 2020 is happening in person instead of virtually is this true?

I doubt this. Especially with spikes around the country.

sadly no. phc has decided that open, 1st, and 2nd will be online for sure (probs zoom), and pref has the possibility of being in person (but likely online as well)
