Because of location, reputation, and their senior house. If you look at the guys the main sentiment is "meh"with letters they somehow are top

i'm in a "bottom tier" sorority and a guy in sig chi threw a drink on me when i told him what house i was in...definitely my least favorite

They are one of the largest and oldest houses.

But even more important, unlike some others of similar stature (Beta, ATO, Acacia), they never get in trouble, are never on probation, and have never lost their house (cough cough Acacia cough cough).
