Phi who is now definitely in the lower top tier, for years they have been upper mid but with whoville they are easily on the same tier as TKE acacia and DU, phi who is my second favorite frat to go to and the guys in the fall pc I have met have been really fun.

They are kinda in a weird tier cause 364 days of the year they are like any other mid frat even lower mid at that but whoville is the best party at all of Penn state so they r the top house for one day.

they have one good party a year and it got shut down within 2 hours. the rest of the time they really aren’t that good
