What is the difference between:

"conduct probation" and "interim suspension"

Conduct Probation: the frat is fully operational but is on “watch” by the university. As long as nothing else happens, conduct probo is meaningless.

Interim Suspension: the frat is suspended temporary as they most likely have committed an offense worthy of suspension. They are not operational and most likely fully suspended unless the university changes their mind on the perceived wrong doing
