Ever hear of a trickle down theory? What happens when a house gets kicked is that the guys that might have joined the old #1 will be in the old #2's PC, and so forth. Every house gets kids that are slightly "cooler" than who they might have had with more competition. It is natural for houses to "move up" but people at PSU are afraid to let old reps go and look at frats/sororitys as they are today and not how they were 2 years ago. Sig Ep is moving up whether you like it or not.
