Most don’t know until they see the numbers that they will be bringing in. If they are trying to meet a certain quota and haven’t at a certain point they may or may not send snap bids

You seem to be using the wrong terminology. A snap bid is during formal recruitment which is in Jan. Are you asking about informal recruitment or COB? If so, chapters probably don't have specific plans for that yet.
