do bottom tier frats have a great experience?

Compared to the higher tiers? I'm just kind of confused about how even the "worst" frats at such a huge party school couldn't have as unforgettable of an experience compared to the "better" ones? Is it overall a mediocre experience, or is it just mediocre relative to all of the other PSU frats?
