all legacies don’t automatically recieve bid???

I know somebody that is a legacy for Skulls/Phi Kappa Sigma and he didn’t recieve a bid from them after he rushed their house.. I thought legacies get an almost definite bid?? Somebody help I’m rushing next fall and I’m a Sig Chi legacy
