is there really a difference between top and mid tier

Okay then, they social with different sororities. For the frats other than that, there are some differences with physical houses. Some are better kept which would matter to me if I were living there. As for the experience, it is the same.

Exactly. That is the difference. The experience of being in a chapter is exactly the same. No chapter is better or worse than another. You just party with different groups of guys/girls.
