Seriously, grow up. If you are on here asking this, please read the 100 other posts that explain this is the wrong attitude to go through recruitment with. Tiers don't matter. If you click with the ladies in the few chapters considered to be the "best" (and by that I mean the biggest partiers), then so be it. But, if you click with the chapters that have the highest GPA, or the one that does the best job fundraising, or the one with the best sisterhood, be happy. That is what you are there for--to find your "people". If your goal is to be with the "most popular" crowd like you wanted to be in HS, you probably don't fit there.

You don’t. They pick you, and it’s this weird sense that they have during recruitment. You have to go in with an open mind.
