I’m confused... what are snap bids??

Snap bids are only given out on bid day. There are a few hours that the chapters know who is getting a bid, before the pnms do (like 3:00 to 5:00). During those couple of hours, if a chapter did not meet quota they can look over the list of girls that dropped and quickly issue a "snap bid". The pnm literally has about 5 minutes to decide to accept, then if so, shows up with the others that went through formal and no one knows the difference. Snap bids are ONLY given out on bid day.

Sororities that don't make quota, they give out snaps bids to girls they may or may not want, but it's away for them to make their quota. Basically snap bids are the last resort for PNM's.

Actually, snap bids are not the last resort. There is still COB which happens after bid day. Chapters still trying to make quota can and do that for a few more weeks.
