It’s complicated and it’s different every year. Basically any house that has Less than the average number of members can recruit at any time until they get up to the average number of members. With this translates to is that there are just a couple of houses that need more than a handful of new members and so do an
Open rush. Those that just need a few members generally just invite friends of Girls already in the house. Best to wait for a formal recruitment. When all houses are looking for many members.
