ZTA bottom tier

Transferring into UCB from the South. Why does ZTA rank so low? Where I’m from Zeta is always top tier.

They only colonized at Cal in 2013 or so. When all the other houses are well established it’ll take a long time for Zeta to have a chance at cracking top tier
