Delta Chi, Alpha Sig, KA, SN, Phi Sig.
Lower-Mid:
Pi Kap, DTD, FIJI, OX
Bottom:
Chi Phi, Chi Psi, TKE, FH.\n\n\n\n\nATO- Probably the most consistent fraternity in clemson. Should be interesting to see what happens if they are losing housing next year. Trend-staying even.
KS- Dominate in the fall with their house being so close to the stadium and they do enough the rest of the year to stay top tier. Trend-staying even.
Phi Delt- Best northern fraternity and have good events. Venue is a little far away but it it usually worth it. Trend-staying even.
Beta- Have been making lots of moves as of late. Good pledge classes and them getting the shack has seen their popularity rise. Trend- on the rise.
AGR- Rumor going around is that they may be getting suspended for a year. With their house they are still in pretty good shape unless something crazy happens. Trend- slightly down.
Delta Chi- After this whole fake accusation thing has blown over they should get a blank state and will be fine. Good house and have recruited well as of late. Trend- staying even.
Alpha Sig- Although some of the guys are a little douchey they still party hard and are fun. Trend- staying even.
KA- Never hear anything about them. Seems like there old reputation and this site keeps them relevant. Trend- moving down.
SN- Like KA never hear anything about them and are using their old rep and this site to stay afloat. Trend- moving down.
Phi Sig- Some of the guys are weird but they have been making moves and throw some good parties at bamboo. Guys are all close together. Trend- slightly moving up.
Pi Kappa- Have done a solid job recruiting lately but are still a little odd. Heard they were getting the white house which is big if they do have it. Trend- staying even possibly moving up.
DTD- Okay guys, house is kind of boring but still party decent. Need a few good pledge classes to make a move upwards. trend- staying even.
FIJI- Half of them are cool and the other half are weird guys. They have a really nice setup but they just don't seem to be able of throwing a great party. Recruiting more guys will help them. Trend- staying even.
OX- Still new to campus but have done a good job of making progress. They actually have a good group of guys and have a really fun outdoor venue. Heard a lot of good things so far. Trend- on the rise
Chi Phi- Guys are weird for the most part and aren't that fun. Very little they actually do well and never hear of them doing anything.

I dont think KA and SN are that great for all the reasons you stated but idk if id move then out of top.
Lets be honest here,
do they get in trouble a lot? Yeah.
Do they have any decent housing options they can use frequently? No.
Do they throw parties with most of the people that do have housing? Yeah, ks, ato, and agr have all partied with them this year and theyve thrown a few with some upper mid groups as well.
Do they have the slumni network and cash to support their paying to party? Yup, they could do this forever, no joke.
Do they still have more pull with sororities here than even some other top groups? Yeah, but admittedly its debatable.
