Literally stealing this comment from another post because this girl was so right

"A sorority can make quota with a pc and still be under total for the house if they got less quota additions, graduated lots of seniors, have girls abroad, etc. If their house is smaller than the average size, even if they got a full Pc they can COB up to total. Really has nothing to do with top tier, and the bias against COB might be robbing the Panhellenic community of great girls who didn't shine at formal recruitment" or who didn't even go through recruitment.
