Do we have too many fraternities?

We have 25 fraternities and some are really small with some extremely large. If we had fewer fraternities the sizes would be more evenly spread out like the sorority chapters. Who decides how many fraternities are allowed here?

Pan Hellenic is different from IFC. Ofc is more like the wild wild West while pan hell requires every sorority to approve expansion in most cases. If you have enough guys who want to start a chapter it's a lot easier than girls who want to start a chapter.
