None of the sororities rise or fall beyond their tiers. Pan-Hel love, formal rush and size restriction won't allow it. One sorority might fall from #1 to #4, and another sorority might rise two or three steps off the bottom but that is the extent of movement. The top five might change order, and the same is true of the bottom three or four. Pick a sorority in the middle. They'll never be top tier and they'll never be bottom tier. You'd have to change the rules if you want the sororities to be able to compete with each other.

KD, DG, Tri-Delt, Zeta and ADPi are the top tier and from what I’ve been told pretty much akaways have been. They change position but never drop out if top tier. I saw Theta’s name but I don’t know anything about them.
Here’s my question, and this is how fraternities think. If a new sorority came on and registered as a student organization and did not join PanHel or participate in Formal recruitment but went out into the campus and recruited great girls individually and started socializing with the top fraternities, why wouldn’t they be able to bypass the middle and lower tier sororities and create another top tier chapter. Trust me guys don’t care. They don’t rank sororities based on philanthropy or homecoming.

Sororities change places within tiers, but they never move outside their tier, either up or down. The only one that's been able to do that is Alpha phi. They recolonized and started on the bottom, but managed to move to middle tier. You'd have to change the PanHel rules in order for anyone to move much up or down. Fortunately at FSU everyone has a beautiful house and a large chapter so no harm done.
