Some houses will have more or less spots than others, but every house at Arkansas is great!

Ones with the most spots to fill, if they didn’t hit close to 100% retention rate they’ll fill almost (or close to almost) every spot left. Aphi is likely offering the most bids in general because of how many girls are constantly dropping. Aoii and dg are likely next up on that list for offering the most bids.

If they dropped you in fall it doesn't mean they didn't like you, they just have to go by the numbers they are given. Holding that kind of grudge is just self-punishing.
Chapters COB when they are looking to fill openings from December graduations, so it all depends.
Don't believe any post on greekrank about which chapters are going to COB. Ask directly to the chapters.

I would just say (about 98% confident that I’m correct here) that these houses CAN participate in COB - there is nothing requiring them to do so and no set number for how many new girls they must take. There would be a cap depending on current numbers, I believe?
And unless a PNM openly acted as though these houses were beneath them (and some PNMs absolutely give off that vibe and it is noted) these houses would likely not reject a girl for COB just because she slipped through the cracks in formal recruitment.

KD absolutely welcomed at least one COB new member and she’s awesome. Good for KD for taking the opportunity to strengthen their chapter.

Y'all don't seem to understand that COB doesn't necessarily mean that a chapter holds an actual recruitment period, like some mini rush. Chapters that are eligible can just offer bids to girls they already know they want without any announcement. This is often how it works, because when chapters have only a few open spots (people do graduate in December) it would be misleading and unfair to give the impression that they are actively recruiting for new members, and it's not required that they announce or get permission from panhellenic; if they are eligible they can just do it whenever and however they want.
