pi phi and phi mu are below quota I think? but some sororities are always below because its the "average" size-so 2-3 will always be below

yes this is true. Sororities above quota do not need to do COB. The are large enough that when formal recruitment starts that they can afford to be more selective with the girls that they take. In that sense, phi mu does not necessarily need to do COB in the fall because enough PNMs will likely try to keep phi mu on their list that it will be competitive. It is not as sure of a thing for kappa and even less for pi phi, so it makes sense for them to COB.

Can freshmen get a cob bid?

At Hopkins only sophomores, juniors, and seniors can COB in the fall. Freshmen can COB in the spring (as well as go through formal recruitment)
