That's actually NOT how it works under the RFM method. Quota doesn't "set itself" based on a # of PNMs at pref divided by 9. The RFM runs lists and sees the highest # at which all chapters can match women. Some chapters have more women invited to pref than others, so there are more women on some chapter's lists than others - so there are more women available to match. Then there are also women who attend 2 pref events but only list 1 house. So those women can affect numbers too. It's not as simple as a "divide by 9" scenario. Lots of other factors in play. But all that to say this: the RFM method (which State DOES use) runs lists to match girls to houses and the highest number at which all houses match is generally referred to as quota. That way all groups can say they made quota... and then some groups get quota additions after that until all women (who maximized their options) are placed with chapters.
