seems you didn't understand what I typed... the method by which the "formula" decides who gets the quota additions DOES have something to do with which chapters are at total and which are not. assuming every chapter has already reached quota, then the additions (when possible) are placed with the chapters who have the lower roster numbers headed into recruitment. that's one way parity is achieved among all groups & helps the system strugglers bolster numbers through formal recruitment. sometimes that is not possible if a PNM is going to be a quota addition and both chapters she has at pref are healthy and don't "need" the number to achieve total... she has to go to a chapter she pref'd, even if that chapter doesn't need the numbers. in that case, the "formula" tries to place her with her #1 ranked group on the MRABA, if at all possible.
