Maybe because the majority on pnms couldn't care less what a sorority's GPA is especially when the difference is only .1! It's reality whether you ADPis and company want to believe it or not. Tiers are based on desirability. Who do pnms want a bid from? And reality is that social life (incl sisterhood) is the top thing pnms are looking for. They're looking for fun and a home away from home. Not to simply be surrounded by a house whose mediocre GPA is .1 higher than another houses mediocre GPA. It's overall irrelevant beyond the individual.
