Your best bet to COB is to make friends with girls in the house you like. When they're only taking one or two girls, chances are some houses won't even hold events. They'll quietly vote one or two girls in and move on without a word. The houses that do major COB events are Sigma and Phi Mu. Other than that, you really have to know someone.
