Quota has nothing to do with COB!!! Chapter total at Mizzou is 315. Every single house under 315 is able/encouraged to COB to total. 315 is AVERAGE chapter size. It's simple math. Not every house can be above average... About half (give or take a bit, since this is average and not median) of houses would have been eligible to COB immediately.
