Sig Ep "iniates" like everyone else, but they do not become full members until junior year. So if they fail to meet the "balanced man" requirements they can be cut. National IFC position is that a Sig Ep who has not finished Balanced Man can quit and pledge elsewhere since he was never a full member, so that says it all.
