Houses that take quota additions can still be under Chapter Total, and that is what determines any open spots for COB. Quota additions are how every pnm who does not SIP is guaranteed a bid, even if it puts a house over quota. The chapters with the lower return rates take the most quota additions because the algorithm gives them more pnm's at every round. Those chapters end up with the most pnm's attending pref, and every pnm at a pref is on that bid list, so there are more quota additions to assure those pnm's get a bid. The rush funnel at work.
