That is so wrong. Being low on the 2nd choice's list DOES NOTHING TO GET A PNM PLACED HIGHER ON HER #1's LIST. The houses' ranks of pnm's are in no way affected by how the pnm's rank them. A pnm could still be too low on her 1st choice's list before they reach quota, no matter where she is on her 2nd house's list. If a pnm is not high enough to match with her #1 then the algorithm will try to match her with her #2. If she is not high enough to match with her #2 either then the algorithm will place her at either house as a quota addition. Where a quota addition will go depends on her ranks, the houses' ranks, and the relative sizes of the houses' total membership. A pnm who does not rank both of her 2 houses is not eligible to be a quota addition, and if she does not match with her #1 she will not get a bid. Talk it out with your Rho Chi before choosing to SIP, because for some PNM's it makes sense and for some it does not.
