Only houses that are eligible for COB can offer a COB bid. So no, houses not on the list aren't hiding COB bids. read the UA Pan site page on COB for the facts. These are houses that are ELIGIBLE for COB this semester because their membership dropped below the campus median, but they may or may not participate. Sometimes a house will have just a few spots and offer these to girls some of their actives already have connections with.
