There is no way Phi Mu invited Kylan to pref and did not have her on their first bid list. The first bid list is listed alphabetically. It doesn’t matter if you’re number 1 or number 125 (or whatever number equals quota) - if the PNM ranks that sorority number one, that’s what she gets. Kylan was on both Phi Mu and Zeta‘s first bid lists. Nobody invites a girl like that to pref and puts her on the second bid list (which IS listed in ranked order of who they want most). Kylan got her first choice.
