Correct me if I am wrong but the system usually favors the PNM at pref. If quota is 100 girls you have to be one of the first 100 girls on that bid list. If number 1 has you as 101 but number 2 has you at 69, you’ll get a bid to number 2. However if number 2 also had you at 101, you’d be “unmatched” but then get put as a quota addition to one of the houses. And I believe you’d go to your number 1 most likely in that situation.
