Yes, panhellenic keeps track of all pnm's who began the recruitment process and dropped out or were dropped, and the recruitment chair of any sorority that needs to snap works with panhellenic for snap candidates. Sororities don't snap just anyone though, it is someone they liked who went further in the rounds with them.
