Yep, this really happens! Unless you have given the sororities a strong reason to keep you (aka, you’ve voiced to them that you are interested in them and you want to explore your options and do your own thing) then they will most likely assume you’re going to pledge your sisters sorority. It sucks, but you just have to make it known beforehand.
