Both of you are correct: 1. If she is on Theta’s top list, then it depended on how Theta ranked her, 2. If she is on Theta’s bottom list, then it depends on how many other PNM’s ranked Theta first and therefore bid matched. If Theta had not made quota before reaching her name, then she would match.
