I'm sorry but one girl you know isn't really representative of how the majority of sophomore rushes turn out. I rushed as a freshman and a sophomore and my rush as a sophomore wasn't better. The people I know who re-rushed as sophomores didn't seem to have a significantly better rush. As a sophomore you are also competing against girls who didn't rush as freshmen and transfer students. It's not like all sophomores are re-rushing. And despite there being an upperclassman quota, there are fewer spots.
