A snap bid is given on the morning of bid day before bids are opened at noon. They are given to girls who dropped out of rush or were cut before pref. It happens to chapters who cut too many girls and not enough pick them, or chapters who girls will suicide bid to not get. COB is an entirely different process that takes place outside of rush. You wouldn’t have the same bid day celebration as everyone else and it consist of girls who didn’t rush and those who rushed and didn’t accept or receive a snap bid. Short answer: snap bids are a chapter’s last minute attempt to reach quota before girls open bids at noon. COB happens after that day. If a house gives out snaps or COBs, it’s a sign of problematic retention or recruitment.
