How it works is that houses who have high percentages of girls requesting to come back are not allowed to invite as many girls back. For example if after the first round 98% of PNMs put in that they would like to go back to XYZ house, XYZ may be allowed to invite 50 girls back, whereas if only 65% of PNMs requested to go back to ABC house, ABC would be allowed to invite back 100 girls (these are theoretical numbers idk if that's the actual ratio). It's a system set by Panhel to ensure that each house is given a good chance at making quota. The rush system is designed to maximize the amount of girls matched with a house in the end. If a house is doing great and lots of girls want to come back, they don't need to invite back as many girls because they've already won them over and there is a high chance they will have no problem making quota.
