Yes and no. There is still quota but it is set in favor of the PNMs now instead of the chapters. If there was no quota then chapter AAA could issue as many bids or as few as they wanted. They could theoretically take all of PNMs and leave none for other chapters. This is what used to happen years ago. RFM was not in place and stronger chapters would over invite to preference to make them look more popular and then 3/4 of the PNMs there wouldn't get a bid. With RFM, quota is not an exact number is more of a range such as 103-108 plus upperclass quota. So there is a quota, it's just figured differently and now with QAs, chapter may easily surpass quota without hurting the numbers in another chapter.
