Fraternities do not have formal rush, they have an open orientation for those not already receiving a bid during the summer. Vast majority of the fraternities do their rushing during the summer. So, yes many fraternities have already filled their pledge classes. If you are a legacy the fraternity already knew about you last semester and you were invited to a summer rush function.
