Great & correct answers above!! The PNM’s rankings are taken into consideration first after Pref. So if both houses have them on their 1st bid list, she’ll get her first choice. If the second house has her on their 1st list and the first choice house has her on their 2nd bid list, the computer will STILL match her with her 1st choice as long as they don’t fill to quota before her name comes up (ie, if the house has to go down to #155 to make quota and she is #150, she would get her first choice, but if she’s #256 she would likely match to the 2nd choice house).
