If you Pref a house, list them, and sign the form, you WILL get a bid from that house. If you Pref two houses, list them both, and sign the form, you will get a bid from one of those two houses. It doesn't promise to be your first, but one of them. If you have two houses and don't list all the options, you can get dropped. It's called suiciding, and it's only worth it if you will absolutely drop out if you get your second option.
