The order of the houses being rebuilt was based on a bidding process where chapters that had the most out of date facilities/facilities needing the most work were given priority. Phase one (DG, ADPi, AGD, DDD) were chapters that either didn't have a house (DG) or their house hadn't been renovated in a while (ADPi, AGD), very out of date (DDD & AGD had sleeping porches), or were structurally unsound (DDD's house was having foundation problems). The second round (Aphi and GPhi) were partly based on who was willing to move. Since they were willing to move to Bryant Drive they didn't have to wait on any swing houses to be available or any other sororities to be torn down to acquire the lot (something KKG, Phi Mu, ZTA, and DZ had to wait on). AXO was also built in phase two when DDD was gone and they acquired their old lot. The order then was based on who's who's facilities were the most out of date and availability of the swing houses. Chapters didn't want to wait on the swing houses and wanted to speed up the process, thus the portable trailer was introduced and used by ZTA and PiPhi. PiPhi, technically had the newest house before the rebuilding began. It was built in the 1990's and they moved to their current lot when their old old house was torn down due to a stadium expansion. The DZ, AOPi and Theta houses all had pretty significant renovations in the early 2010s which is why they were the last in the expansion plan.
