No idea about adpi but a house may choose not to COB if they think they can make up for low membership with the next class. Chi o is one of the biggest sororities on campus, so them losing 30 members is not a huge deal percentage wise, even though it looks like a lot of drops. Their one added member was a transfer anyway, not a COB. Like someone mentioned below, a house cannot COB if they are above total so houses like chi o and KD wouldn’t be allowed to do it even if they wanted to.
