Honestly depends. Most in-state girls have at least one per house just because there are so many sorority alums in the state. Same goes for the deep south. Girls from further out, especially the northeast and the upper midwest, have less. Recs for 11-12 houses is not bad! Don't beat yourself up over it, but also don't expect to be asked back to those houses if you have an iffy GPA or only average convos with the girls there.
