I honestly think that phi mu,tri delt and maybe kappa will pull the top girls. Hear me out Phi mu everyone dislikes in some ways but girls are girls and will wanna join a house even if they know it's pretty much fake. Tri delt has a a great PC'17 and im sure will have tons of pms attached to them because now they are know for being sweet girls and pretty. Kappa can kinda go in either direction. They will pull the best girls of friend groups want to stay together. Most high school groups will want to join the same house and this is where kappa thrives off of.
