This is partially true. It’s definitely better to go through formal recruitment, but COB isn’t only for “weak” houses. For many sororities their national office requires them to COB if they fall below total, even if it’s just 2/3 members. There’s a huge difference between chapters that need just a handful of members and hand pick the girls they already know and the chapters that host open events and whittle down the pool of applicants because they have 10+ spots to fill. Even top tier houses have picked up a girl here or there in the spring.
