My roommate freshman year did the same as you are doing now. She dropped about 3 weeks after bid day and actually didn't plan to rush again. She got really involved with a couple of service groups during the year and some of the girls she met there convinced her to rush again. She did not have full cards any of the days, but the houses where she had made close friends invited her back, we still have a great relationship (and she got to know my sisters over freshman year) so my house invited her back through sisterhood, and some other houses clicked with her and she got invites from them (the one she dropped from did not invite her back after IWT) and she ended up pledging one of the the houses where her service friends were and is very happy. If you have made friends in some of the houses, make sure they know you are going through again and they will fight for you. Also, if you have raised your GPA and gotten more involved, that might help you, and having done it before means you'll be less nervous and can hopefully have better conversations. Just know that you're likely going to have fewer invites than freshmen going through. Unless you made best friends in high places or just had a horrible GPA that got you dropped a lot of places early on that you've now 180'd, there isn't a lot of hope to "jump up a tier". For my roommate, I think getting a bid at a place she already had friends even though tier-wise it was on par with where she landed before made the biggest difference.
